The Ministry of Defence in Kazakhstan has emphasised that the procurement of military equipment is conducted without any corrupt practices. Technical specifications are developed by the Ministry of Defence, while pricing is the responsibility of the Ministry of Industry and Infrastructure Development.
Military equipment sellers are selected through a competition to choose the executor of the state defense order, as reminded by the Ministry of Defence of Kazakhstan, as reported by Sarbaz.kz.
"The direct conduct of the competition is carried out by the State Defense Order Committee under the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan. The selection of the executor is made by a commission, the composition and procedure of which are determined by the committee," the statement clarified.
As known, the competition is held among organisations that are included in the register of domestic manufacturers of military products, as well as domestic suppliers of works and services for the state defense order.
"The Ministry of Defence develops technical specifications, determines the quantity, and delivery terms of the products (services). Pricing is the responsibility of the authorized body, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan," the agency explained on its website.
The decision is made jointly by representatives of the two ministries. Therefore, lobbying of any interests by the Ministry of Defence is impossible, given the above, according to the statement.
