President of Azerbaijan Ilham Aliyev raised the flag of Azerbaijan in the capital of Nagorno-Karabakh, Stepanakert (known as Khankendi in Azerbaijani), as reported by Sarbaz.kz citing Gazeta.ru. After the flag-raising ceremony, he delivered a speech.

During his trip through Karabakh, Aliyev also raised the Azerbaijani flag in the city of Agdere (known as Martakert in Armenian) and on the territory of the Sarsang Reservoir.

On September 19, the Azerbaijani authorities announced a local operation in Karabakh. Baku's goal was to halt "large-scale provocations," disarm, and withdraw Armenian army units from the region.

A ceasefire agreement was reached between the parties with the mediation of Russian peacekeepers within a day. On September 28, the head of Nagorno-Karabakh, Samvel Shahramanyan, signed a decree to terminate the existence of the Republic of Nagorno-Karabakh until January 1, 2024.

It was previously reported that Armenia had prepared 40,000 places for refugees from Nagorno-Karabakh.
