Kazakhstan to Develop a Concept for Military-Patriotic Education of Youth

The initiative has to be realised by 2030

A meeting on military-patriotic education of youth was held at the Ministry of Defense of the Republic of Kazakhstan. The special concept, designed until 2030, aims to incorporate contemporary realities and communication tools with the younger generation, as reported by Sarbaz.kz with reference to the ministry's press service.

The video conference meeting, chaired by Deputy Minister of Defense Lieutenant General Sultan Kamaldinov, saw the participation of representatives from state authorities, regional authorities of republican significance and provinces, as well as non-governmental organizations.

The task of developing the concept for military-patriotic education of youth was initiated by the Head of State, Kassym-Jomart Tokayev, during the All-Army Meeting in May 2023.

"Stable moral and ethical values are what the young generation needs. In this regard, there is a need for a serious transformation of approaches to patriotic education, with adjustments to the existing methods of working with young people," the press service of the Ministry of Defense quoted Kamaldinov as saying.

Following the Head of State's assignment, information and awareness-raising groups have been established under the Ministry. These groups are focused on shaping a positive image of the Armed Forces and increasing the motivation of youth to fulfill their military duty. During the first half of the year, over 12,000 people in Karaganda, Akmola, North Kazakhstan, Kostanay, Pavlodar, Kyzylorda, Turkestan regions, and the city of Shymkent were covered by these efforts.

The meeting also emphasized the quality of initial military-technical training (IMTT) in secondary educational institutions, the condition of their material and technical base, and the competence of personnel involved in the initial military training. It was proposed to systematize this work and structure the subjects of military-patriotic education.

One of the criteria for effective regional performance in this direction is the work of local executive bodies, veteran organizations, military-technical schools, colleges, military departments of universities, military units, and non-governmental organisations.

Participants discussed the draft concept for military-patriotic education of youth until 2030. It was proposed to establish an interdepartmental commission that will continue to improve the normative and legal framework for issues related to the patriotic education of youth.

As for the quality of BMT (Basic Military Training) classes, the qualification requirements for IMTT instructors will be refined, with changes and additions to the Rules of Initial Military Training. Special attention will be given to promoting the heroic past of the Kazakh people, the participants of the Great Patriotic War and military operations, and contemporaries who have achieved success in the military profession, sports, culture, and other fields of activity.

Local executive bodies are recommended to engage and utilize the potential of veteran organizations, military departments, military-technical schools, and volunteers in their work.
